Moisture in Headlight of RX300

Just bought a 99 RX300 from my brother-in-law sight unseen (great price so I couldn't resist). The car is in great shape (only 40,000 miles) except that there is moisture in the left front headlight assembly. Any suggetions on how to correct this?

It is some particals that 'oxidize' on the cover of the headlight due to heat for HID lamps.

I talked to the dealer and they suggested to use car wax to wax it off. I tried it, with some work, it came off.

I took a look at the headlight this morning and confirmed that the lense is crystal clear but does have moisture on the inside. There is less today than a few days ago, so it looks like it is drying out.

Any suggestions on the cause and how to correct this?
