Mechanic mate dug out a little hand tool the other day and couldn't remember what it was for?

Any ideas what it is / for please? (It's about 5" long and has a round steel 'punch' that only goes as far as is shown in pic Tool4). The spring action on the tool is quite light (like the return spring on a pair of wire cutters or strippers etc).The one he found with it was for crimping the brass on the end of an HT lead. ;-)
