But unless you PERSONALLY break up the vehicle (highly unlikely unless your in the trade of vehicle dismantling) you do not declare it scrapped. You transfer it to the vehicle dismantler using the relevant section of the V5.
If you declare it scrapped and it subsequently turns up again (maybe in a fatal accident) it will be you they come looking for.
