Rover75 diesel

A friend has a 75 diesel and the engine sometimes won't start. He says this car has 2 fuel pumps, one under the rear seat and one in the engine bay and it's that one that seems to be at fault. He's previously had a new pump fitted but today it failed to start again and when the RAC man checked the voltage to it there was only 10 volts supply, but the voltage then crept up and the car started. Can anyone throw some light on what is wrong here.

Depending on age why not also check battery condition and alternator output?
