It is a 1990 model.

There is ONE PLACE on a car that tells you what year it is. The emissions label under the hood, ends with the line "This vehicle meets Federal (or California) standards for model year 1990" or whichever. That is the model year of the car. Bill Ditmire Ditmire Motorworks,Inc.

Inn the US it could have been sold as either and whatever year it was sold as is the model year it's designated.
The vintage in that instance is 1990.
