Mustangs in Winnipeg

I'm moving to Winnipeg, Canada this summer and want to know how the weather is for driving during the winter. My car is a daily driver so I'm not worried about keeping it immaculate. Do they keep the roads fairly clear? Do I need to invest in a block heater and a 4 wheel drive as a second vehicle?

Not a hockey fan (yet), what would be a good heater to install? One that just heats the oil in the pan, heats and circulates the coolant, both???
