i have a 1991 firebird with a electric fan,it will not come on so it is letting my engine heat up. i took the plug off the fan and used a light tester on the plug there dosent seem to be any juice to the wire or plug. is there a fuse or relay that i am missing somewhere? i thank you for your help.

Don't have the drawings for your vehicle, but a '92 Grand Am's coolant fan is powered from fusible link F that comes directly off the battery lead at the starter solenoid. Power then goes to a coolant fan relay which is controlled by the engine control module (computer). The ECM gets its impetus to turn on the fan from the coolant temperature sensor. The arrangement for your machine is likely very similar to this setup.
