what would cause...

a 86 trans am with TPI to kick the cooling fan on as soon as you turn the ignition on, make an erratic chattering/vibration noise in/near the intake manifold, along with turning over but not firing? the guy i bought it from said he thought it had a bad ECU. the ECU gets signals from the other components though thats why i was wondering if anyone had any suggestions?

The ECU is designed to engage the cooling fan, by default, if it's in the weeds. The chattering may be the IAC trying to reset, due to the ECU executing a continuous reset. This is largly a guess of course. ;-)
