'99 9-3SE ACC blower stopped working - help!

A few days ago, the Automatic Climate Control's fan/blower stopped working. It will not turn on, regardless of the setting on the ACC panel (auto, fan low/med/high).

I have accessed the blower (remove wipers, remove black plastic over, remove cabin air filter, etc) and cleaned all the terminals. I used a volt/ohm meter and found 2 things:

A. Both leads (brown/ground & orange-red/batt) measure 12V. B. The corresponding terminals are connected (ohm'ed out 0) as expected suggesting that it is not a corrosion problem.

If I manually short out the brown lead, the fan WILL turn on. This proves that the blower is working.

My question is are both brown and orange/red leads supposed to be hot (12V)? My guess is that the brown is by default hot, until the fan is supposed to be on (which then, brown terminal is switched to ground by some relay or control unit).

I've seen some posts on the fan resistor, but with no details on what it does. Any help would be appreciated. Thanks in advance.
