It turns out it was the brake light switch.
Apparently it's mounted in such a way that when your foot is OFF the brake, the switch is pushed IN keeping the light OFF.
When the brake is pushed, it extends, like a piston, turning the light ON.
It seems the switch was jamming in the ON, or EXTENDED position, keeping the pedal pushed partially down.
