FWIW, the passenger side belt on my 95 stopped releasing a few weeks ago. I pulled the mechanism out, looked at it, blew out the dust with some compressed air, looked at it some more, and shot in some graphite. It has been fine since them. I have tested the 'locking' of it by repeatedly smashing the car into a brick wall to see if the belt locks up. So far, so good.
(Ok, actually I simply buckle it up every few days and test that it locks up when stopping short)
