The only way I can extinguish the running lights is to pull the 20A fuse on the right side, three down from the top.
Is this a relay issue, if so, which one?

Did you recently clean/detail the car? Check the switch on top of the steering column.

I think they couldn't figure out how to have the parking lights on, and then stay on after opening the door, so they put the switch in.
On my Toyotas, you have to open the door first, then turn on the parking lights.
I read it was due to parking laws in Europe, coupled with Subaru's 'feature' that turns the lights off when you pull the key? That way, you can actually turn the parks on and lock the car. Dunno why they couldn't figure a way to just kill the headlights but allow the use of the regular switch to turn on/off the parks regardless of the key being in the ignition. anyway - it's weird and catches a lot of people unawares.
