The diagnostic code reads 400. What's it mean? Loose gas cap?

You didn't say what year, make, and model.
WTF is a CEL code ? If you are asking for the DTC code (P0400), it's "EGR Flow Malfunction".
CEL = check engine light. Problems will throw a cel (ala not running all your cats in a WRX).
