Why do electric motors in front wheels disqualify a car from WRC? Is it due to a higher unsprung weight of wheels with the motors?

WRC rules at the moment apparently don't allow hybrid drive systems.

Hmm, to think of it, extra weight in the rear wheel hubs C4WRC style does not sound as bad as the setup toyoda engineers are playing with. (bricks in the front hubs). Thanks for the link.
