I dont know if the headlight housing is the same, but on my '93 Legacy i managed to remove the lens cover. Technically your not supposed to take them off but it is possible. Like for mine, there were 4 metal clips holding the lens cover to the reflector as well as a sealing material of some kind. After I got the clips off i used a screw driver the pry the lens cover from the reflector. So basically you can take them off but I just hope you have a back up plan to re-seal them. I just kinda pushed mine back together and they are still dirty btw. I just used soap water to clean mine and it didnt work. So if you know of a good way to clean them, please do tell.
