Are you sure the little button letting outside air in is in the proper = position to allow the air in?

It takes a few minutes with the fan on to get the heat out of all the tubes that carry the air from the front to the interior, since they get some heat from the engine compartment. After that, the air should approach that of the temperature outside. If the air is still warm after this, the heat control lever may need need adjustment, as it may be letting some warm air in even though it is at the "cool" position.
