Is there a way on my ipad or android tablit to view these zipped up large html shop manuals offline so I can use them while I'm under the car

I prefer the ipad but I'll even use android if somebody can tell me how to get these online html datibases onto the tablit so they can be used offline away from the wifi connection
I'm not very good with this computer stuff, but I can work on cars just fine. I just want to be able to have the manuals with me on the road when emergincies pop up and there is no internet
