Clunker motors are being self-destructed

I don't know of ANY who are not waiting. They have a bunch of paperwork they file then the Feds look at it and determine if the vehicle meets the standards, if the Dealer meets the standards, if the Salvage yard the car will be sent to meets the standards . Then they cut the voucher for the dealers.

Many dealers have gotten an exemption under the latest ruling that lets them keep the car as is UNTIL they get the voucher. That way if one part of the chain fails they can auction the car off as used instead of scrapping it. If they get the voucher then they scrap it.

As outlined in the news story where they interviewed the dealers, there is nothing preventing the wrecking yards from selling off all the usable parts, doors, seats, front clips, etc. Yes, they have 180 days. I didn't see anything in the info you posted that says they can't sell the saleable parts wholesale to another wrecking yard within the 180 window to avoid crushing perfectly good body parts. As with many of these laws, a lot will be left to interpretation by the governing agency.
