Ctools obd 2 scanner errors

I got a cheap CTools OBD II scanner on Ebay. My ford Windstar's engine light came on. When connecting the scanner, it display 1-2-3 then 4-5-6 and then error.

I assume either the scanner is not compatible, although it says it is, or the scanner is broken.

Anyone experience this device?

Looks like you got what you paid for. Go back to the seller.
