Question, will the halogen cycle take care of burning off the tungsten blackening of the bulb wall (and redeposit it back onto the filament) IF/WHEN the bulb is eventually returned to normal rated voltage operation? Or is the damage essentially done by that point? Just curious.

Yes, if the bulb is operated at normal rated voltage for long enough. Take a walk through a parking lot and notice the brown/grey stain on the interior of the high beam bulbs of vehicles with high beam DRLs.
