HOW DO I REPAIR SCRAPED FILLER ON A CAMRY BUMPER??

I recently backed my 2005 Camry into a immoveable object.



The bumper was recently repaired before this incident and all the old filler is peeling off.


I have no tools, except for an electric drill.

Can someone outline all the steps in order and supplies needed in doing a "do it yourself job", excluding spray paint and filler which I just purchased. I also realize I need sandpaper and as I have no disc sander, would a block sander be good enough?


My car looks spanking new except for the damaged recently repaired bumper.


I was quoted a figure for the repair by a auto body shop. I can purchase four winter tires for the price of the repair, which I now need.


Your input would be appreciated.
