Not necessarily. Wal-mart, like many companies, gets property tax breaks for building stores, and even the sales tax customers pay may not go to the local and state governments but to the retailer itself for the first few years.
But it's ridiculous when employees are required to stay in the stores for no pay after they've finished their work. In some cases even injured employees weren't allowed to leave for medical treatment. Also ridiculous are the way Wal-mart has advised employees how to take advantage of government welfare programs and the fact that many workers don't have good medical coverage.

Can you provide proof that Wal-Mart or other stores collect but do not turn over sales tax during the first few years a store is open? And the property tax incentives aren't automatic, either.
Over 90% of Wal-Mart employees have medical coverage, now, either from Wal-Mart or from another source, like a spouse's employer. Notice, I didn't say good coverage, though.
