89 camry A/C

My camrys AC only works a little when i'm driving on the highway. I got the system checked and I was told that the system was fine and that all it needed was to be recharged. BUT since it's an 89 I also need the conversion to the new stuff... I was quoted if i rember correctly 250$(CAN) (conversion and recharge). Is this a fair price and is this something that will last or should i just though it out... Also, my power windows seem to be painfully slow at lifting the windows...
