'95 Camry high-beam switch

I have a 1995 Camry LE sedan with 150k. Recently the high beam switch acted finicky, and then failed to activate the high beams. I'd like to replace the switch.

I would appreciate tips and pointers:

How do I get to the switch? How does one remove the plastic cowling on the steering column? When I do I would think having the battery disconnected before replacing the switch would be good?

Where best to get a replacement part?

While I'm in there...on the base-level LE there is an intermittent wiper delay, but it is one speed. Is it an easy swap to put in a wiper control that has a variable wiper delay speed?

I haven't had much luck finding a good online forum for these cars. Any pointers appreciated.

Try alt.autos.toyota.camry?

Sure it's the switch, and not a flaky fuse or flaky lights? Just wondering.

I can't say for sure, but the mode of failure had me thinking it was the switch. Over the course of a week or two the turning on of the high beams went from normal, to delaying for a second or two after I engeaged the switch, to not activating until I jiggled the switch handle, to not activating at all. The high beams can still be activated by pulling the switch back, toward me.
