I have the same problem, but my windows dont work either. You can use your seat belts by raising them manually. On the driver side inbetween the front and rear doors there is a small panel on the bottom, if you open it there is a wheel inside that turns and controls the belts. I set it and left it. At least now the belts are in place. Hope this helps.
