The VSV /may/ be located on the rear of the engine, directly below the egr valve, but reachable only from underneath the car. Even then, it?s VERY difficult to access and remove, though it would be easier if the car was on a lift. The VSV is on the end of a small bracket, which is attached to the engine with one 10 or 12 mm bolt. It will have two vacuum hoses and an electrical plug attached to it. Most of the Camry manuals show it as being on the front of the engine, which wasn?t the case for my 1997. Be very careful in removing the plug...if you break the wires and can?t splice them, the plug itself is apparently not available except as part of a $300 wire harness, according to three dealers I tried.
The VSV was about $55 from a discount Toyota parts dealer.
We ended up making a new plug with two press-on terminals, and moved the VSV to the top of the engine compartment.
