Start up - high idle isn't working?

97 camry LE The high idle when cold doesn't come on initially. I have to keep on the gas or it dies.. A couple of minutes later, it works fine, backing down to 700 rpm when the engine is warmed up.

What could this be?

It's the idle air valve. The valve often fails from sludge build up that seizes the valve but can be cleaned easily with throttle body cleaner. Do a search on the web on how to do this. You probably don't need to replace this pricey item.
