fuel leak through VTV

a friend has an '85 toyota truck with the 22re. the VTV is leaking fuel. would this signify a bad VTV, or is there a problem with fuel even reaching the VTV? i understand what the dashpot does, what does the VTV do and why would fuel even be there? thanks,
