Help with 82 4WD emissions

My 82 pickup, god bless its soul, won't pass my local emissions. It passes at idle but has high HC at the 2500 rpm test.

My mechanic has diagnosed a faulty "reed valve", I've never heard of it and can't find any reference to it in my Chiltons or Haines. He says it's part of the ASV located under the intake manifold. He says he cant find any new or used ones. Can someone help me locate this item. Websites? Junkyards?

Should I even bother?

Thought only 2-strokes had reed valves?

replacing the catalytic converter would be easier, and would likely burn all the nasties away. should be able to get one for bout $100 or so, and that

*should* take care of NOx, HC, and that other one.
