rear proportional valve adjustment

I have 1993 4X4 pick up with airbag helpers in the rear. This raises up the rear end when the bed is empty. Which way does one adjust the shackle on the load sensing rod to get the rear brakes to work when there is no load in the bed?

Moving the sensing arm higher increases the rear brake presure (i.e. when it senses that there is more weight in the bed, the bed and frame is lowered w.r.t. to the axle). So you would lengthen the end of the arm that is attached to the axle.
