I believe most, maybe all, had gas heaters in them from the factory. Got pictures of your thing? Dennis

It is a universal fit carpet. You are supposed to cut the plastic if you have heat outlets behind it, you should then in theory refit the metal "frame" which was installed in the original carpet.

Looks like the manufacturer decided to eliminate the cutting-out step (and let you do it yourself) to save money, yes?
The only VW-specific gas heaters that I've seen are ones on eBay and at swap meets; I've never seen one in a car that was installed at the factory, so I'd say they must be relatively rare. The VWs I drove in the '60s and '70s certainly didn't have them.
