Thanks for the input guys on my fuel system problem. Speedy Jim turned out to be right again (congrats Jim) there is not a 'sock' type of filter in the gas tank on this 74 Super Beetle. There WAS however what at first looked like a pc of electrical tape in the tank. Upon further review, it appears to be a rubber 'sleeve' for lack of a better word that had at one time been around the main neck of the gas tank. There was still one in place but this looked remarkably similar, although having been torn and laying flat in the fuel tank for quite some time.
