anyone know if the rising sun,md. show is happening this year?

The Cecil County Dragway web site does not currently list the "VW Splash" event on their schedule. Most of the Saturdays in September are listed as "Test and Tune" so I guess it is possible for the event to be held.
Once I get official information from the promoters of VW Splash I will post it on my web site.
