2001 V40 rear wiper skips at center of stroke

There's a six-inch-wide spacn that the wiper blade skips over on both strokes.

Just a bit annoying, but I don't think that it's the wiper iteself, but possibly the arm.

Is this a change-the-wiper or oil-the-arm or take-to-shop schenario?
