Motor or scooter, what's the difference?

If "scooter" is the same as in Norway, a scooter is a mini-mc where you don't have to change gears yourself.

Only if you clarify your question. It is extremely indistinct as it is worded. Do you mean "Motorcycle or Motorscooter"? With those words in place it makes more sense. Generally there is an engine size limit which, unfortunately, is fairly flexible. There is a third category which may add confusion, namely that of Moped (a shortened form of Motor/pedal cycle).

The difference between MOTOR and SCOOTER? It depends................

MOTOR in the UK = CAR ("motor car"); AUTOMOBILE in N.America. MOTOR in N.America = ENGINE in the UK. SCOOTER may mean "MOTOR SCOOTER", a small 2-wheeler with a "step-through" frame, small wheels and until recently small engine. Transmission (gearbox) is some form of automatic. OR SCOOTER may be a child's toy; a board with a wheel at each end. The front wheel is steerable, mounted in a fork with handlebars. With one foot on the board, the "driver" pushes on the ground with the other. (This contraption has enjoyed a recent revival.) OR SCOOTER may be an electrically driven 3 (occasionally 4)-wheeler preferred to a wheelchair by the more ambitious ambulatory-challenged.

Here in Norway, a person is old enough to drive a "Moped" (with gears), or a Scooter (automatic) when he/she is 16 years old. A "Moped", or a "Scooter" cannot go faster than 50kmph.
