Not sure about an older A3 switch but the switch in my T4 Eurovan is similar and I bought an A3 euroswitch to replace the US one. When in the parking lamp positiion, the DRLs do go out for sure. I'd be kinda surprised if the A3 behaved differently since VW tends to wire their cars similarly.

Doubtful. That didn't change with the Euroswitch in my Eurovan. I suspect the headlamps coming on with or without the key isn't a function of the headlamp switch at all but determined by the ignition switch. That would probably require some rewiring.
