Bruce, Congratulations on getting the 85 Cabby cheap. These are fun cars to drive and easy to work on but you don't get a cheap "car" you get a cheap "project" (I know I have an 81 rabbit convertible "project"). Now on to your problem, for your car the fuel pump runs continuously while the ignition is in run or start and the engine is turning (fuel pump will stop if engine stops rotating as a safety feature in case you get in an accident and rupture a fuel line). Depending on which type of fuel injection system your car has it has a different method of dumping excess fuel back to the fuel tank (my CIS-lambda version uses a frequency valve to do this you would either have this version or CIS-E which uses a slightly different method). There could be a lot of things causing your problem from not having the idle adjusted properly (easy) to a faulty warm-up/control pressure regulator (expensive). The best advice that I could give you at this point is to buy two books. The first is the Bentley manual for your car. Robert Bentley makes the VW bible for your car that explain how to fix everything on it. You will be limited by your tools long before you are limited by the Bentley manual. You can usually get the manual cheap on ebay or if you are in a hurry just search on the web and you can buy it today. The second book is titled something like "the complete idiots guide to keeping your Rabbit alive forever". This book is out of print but you can find used versions on ebay and other places on the web. I know you don't have a Rabbit but your Cabby is based on the same platform. This book is great at explaining the car's systems in layman terms and how to troubleshoot with a lot of cheap fixes. It also could not be printed today because it gives some great advice that could easily get the publisher sued today (how to gut a cat, how to drive home with a broken clutch cable, etc). With these two books and this news group in 4 years time I have gone from not know anything about VW's to swapping out my engine and tranny and driving my 22 year old car 3000+ miles across country. If you buy these two books and continue to post here you should really enjoy your project for may years.
