Most restos seem to be for "classic cars". Suppose I want to revive a late-90s car, which has side airbags. The driver's seat is very shabby, and if I take it to a motor trimmer, will they say "no can do"?

There's plenty of people retrimming new cars quite happily. Not many of them have been blown to bits by windbags.
I've had the airbag out of the door in the Boxster and I only died twice.
On my '90s BMW, the side airbags are in the doors. And you can remove the door trim leaving the bag untouched.
Are you saying they're in the seats on your car?
Many, many cars do have seat bags, yes.
