The dome light and the horn go on and off randomly but not at the same time. Any suggestions?

Do you have an alarm system in the car? Might wan to check by disconnecting the alarm ECU (usually under the driver side dash somewhere). Besides the horn switch on the steering wheel, the alarm is the other unit that gets to play with it. That's if you don't have shorts in the wiring.
