passat trans

I just recently purchased a 90 passat 2.0 16v w/4spd auto. The problem I have is that the trans starts out in 3rd gear while the shifter is in the 4 pos. But when I manually shift it goes 1.2.3 no prob. but no 4th speed. Is this something minor ($200)US or was this car a waste of money. thanks
