Chrome's peeling off big-time...sheets of it rolling up.
But that's been going on for a few years now and there's no rust on the exposed metal.
Would that be because there's yet another layer of something over the steel? Or could it be stainless?

It's nickel plated prior to chrome plating.

Either poor factory chroming, or a cheap rechrome job. ^ He?s right, it is nickel plating. Sometimes when a bumper is hit or tapped too hard the chrome will start to separate and peel. It just needs to be rechromed.
