I tried to get this part replaced under recall but was told no,Where is this part and is it hard to replace.1998 350 4x4

It's located at the base of the steering column and no, it's not that hard to replace.

Go buy one from the dealer...now you will know what it looks like. The base of the steering column is inside the cab. Stick your head under the dash and have a look. You are going to have to do this eventually, so you might just as well do it now.
