Where is this located and is it an easy fix?
The AC compressor still kicks on but no air movement at all and definitely no cooling effect.

It's controlled by a transistor, not a relay. I seem to recall you can access it (just) from the side of the centre console. You'll find a fair bit written about this problem on the E24 six series, it's almost identical.
