Another 2000 Dodge Neon transmission problem

It has an automatic transmission and as of today will no longer shift from

2nd into 3rd. I haven't started to tear into it yet. What should I look at? Cables? Rubber bushings? Could it be as simple as having dirty transmission fluid?
