Oil sludge residue build up?

Can oil gunk build up if you have been doing routinely maintenance oil changes at jiffy lube for the last 2 and a half years? My engine seized recently and I
took it to a dodge dealership for diagnostics and there was sludge that covered this screen which stop oil passage.

And then you can know, all the long, you could of ran your vehicles on water.... Saving you bankrupt galore, and much mucho $... Not to mention, how clean the air would be if they had just done life the right way....... Instead of stealing. And still, they do not trust in God....
