Not necessarily - don't know if this has been recommended, but he needs to check battery voltage with the inverter running, as well as voltage at the power outlet. Should not be more than 0.01 volts difference. If there is a voltage drop the inverter may go into low battery shut-down, even if the battery is good. Remember, a fully charged battery is 12-12.6 volts. A running vehicle can be up to 14.6 volts. The shut-down could be as high as 11 volts, or as low as 10?
