I have an '01 4x4 1500 quad cab with the short bed. I was going to tie something to the bed when, lo and behold, there are no front tie down rings installed!!! I'm gonna add some to the bed floor, but, I was wondering, should there have been some, or is that stock?

There are some. At least my '01-2-wheel-drive-1500-Quad-Cab-short-bed has them. In the floor, possibly with covers snapped over them. And hard to use too, I can hardly get a rope threaded through them.
