Answered my own question!

What the hell is this part about?

"Each dealer to whom vehicles in the recall were assigned will receive enough oxygen sensor modules to service about 20% of those vehicles."

So, if a particular dealership took delivery of 50 trucks that fit the recall parameters, they'll receive parts to repair 10 of them?

Yes, that's the initial allocation of parts that are automatically shipped to dealers. The dealers are then expected to reorder the parts as needed as their stock is depleted.
