El Nino' has formed and is moving out to it's winter position.
Texas can expect a wetter than normal winter and spring. So can all southern states west of Texas.

Joke's on them! There aren't any Southern states west of Texas!!!
Actually I've heard El Nino causes below average rain in the west and above average in the mid-west and south-east.
Isn't Mexico an official secondary state of the USA now? :^)
