68 Camaro quarter panels/doors misaligned--question for group

I'm considering buying a 68 SS Camaro that has had the rear quarters, floor pan, trunk lid, rear light panel and trunk pan recently replaced.

One of the problems: the bottom of both doors stick out about 3/8" too far from where they should be--they are out of line with the bottom of the quarter panels--as if the bottom of the quarter panels were pushed in too far. (I believe the quarters were replaced by a body-man-in-training.)

My question--is it reasonable to assume that the welder did not properly align the bottom of the quarter panels with the doors before welding the quarters to the car? The gap is uniform from bottom to top but the quarter seems to be pushed too far in. If not, could something else explain the gap in the bottom of the door and the bottom of the quarter panel?

What would something like this take to fix? Cost?
